Part XVI of Storm of Zehir Walkthrough.
Black Lake
Time to hike north to the city of Neverwinter. Pay the 200 gp for the entry pass. You can only explore Blacklake district.
Enter the Temple of Waukeen. The cartel offices are in the eastwing. There are three cartels to choose from. We need to join one.
- Circle of Friends represented by John Archen (Diplomacy +2)
- Forgotten Lords represented by Aster Merris (Appraise +2)
- Fated Winds represented by Martin Keller (Intimidate +2)
Cartel Membership
The membership fee is 250 trade bars. We receive a trivial feat reflective of the chosen cartel as well as a pass that allows us to enter Neverwinter freely in the future. In addition, the chosen cartel impacts Jacoby's merchant inventory in Crossroad Keep [link]. For example, the Dread Wraps and Skin of Shadows are available for purchase if we chose the Fated Winds cartel. These are powerful MotB items.
We need to rise in the ranks of our chosen cartel. The ranks and trade bar donations are: Associate (250), Colleague (1,000), Fellow (2,000), Dictator (2,000).
Cartel Quests
Ask your cartel rep if they have any work. The quests and rank requirements for quest acquisition are as follows:
- Neverwinter City: Sating the Sensate (Associate)
- Neverwinter City: Trading Post (Associate)
- Port Llast: Under New Management (branches into Army of the Dead & Wrath of Umberlee) (Associate)
- New Leaf: Shortage (Plot-critical) (Colleague)
Thus, we only need to donate 1,250 trade bars to our cartel in order acquire all of these quests immediately.
However, we only have to complete New Leaf: Shortage because it ties directly into the yuan-ti conspiracy: the Forktongue bandits are actually a cult of Zehir trying to take over the Fated Winds cartel, with Wright as their agent.
After the subsequent meeting in Conyberry, Sa'Sani's Missing Associates quest kicks back in: the party is sent to track down Zehir worshippers, Il'foss and Kizu, at the Night's Rest.
Crossroad Keep: Missing Associates. We began this quest at the beginning of the game. Wright, who is standing next to Keller, remains tight lipped about Il'foss and Kizu, apart from the admission that he met with them.
