Jongle Dunne
Jongle Dunne, a 13th level Halfling alchemist, can be found in Jongle's Enchantments in the south of Shrouded Hills. Jongle offers us a couple quests. This first quest is a good one because it introduces the player to the magick-tech dichotomy that runs through the world of Arcanum.
Arson.
At this point, we can actually dob Jongle in to Constable Owens (CO) for Good +1. If we then return to Jongle, he's pissed:
And at that point, we can escalate things to violence or not. At any rate, Jongle calls us a traitor, tells us to get out, and will never deal with us again. That means no second quest and no Dernholm marked on our map early (unless we learn it from Percival Toone).
Of course, as an Elven Mage, I don't mind carrying out Jongle's request to destroy the steam engine in the temple; afterall, it interferes with magick.
Panarii Temple
We make our way over to the temple, which is the most blatantly obvious structure in Shrouded Hills:

Inside, we take out several sewer rats as we make our way to the engine room at its back end. The Shrouded Hills steam engine and its control box are guarded by a 5th level Dwarf, called Hervor:
Being a simpleton, he doesn't react much to the taunt of an Elven Mage:
Sabotage Shrouded Hills Steam Engine
In order to disable the steam engine, we must destroy its control box in the same way that we (may have) sabotaged the lumber for Lukan: click the combat toggle, hold down the Alt key and left-click the control box.
Being of ancient Vendigroth-make, even a stick of dynamite won't eat through its 200 HPs unless we're really lucky. Anyway, Hervor goes berserk as soon as we touch his pride and joy, and slaying him results in Evil +3.

By virtue of ranged weapons, it's possible to stealth-destroy the control box, but Hervor dobs us in to CO either way, so it's not officially supported:
At this point, CO will never deal with us again. But if we didn't leave a loose end and actually slew the simpleton when we disabled the engine:
(A slight problem? I blew it up! It's a wreck.)
Anyway, now we have the opportunity to help repair what we ourselves broke. Note my non-commital line: it actually doesn't matter if we fully agree to help repair the engine (as it does if we fully agree to remove Lukan) because it's not like Jongle has spies checking up on us, is it.
We report back to Jongle after disabling the engine, and receive our second quest:

Dolan
We make our way to Dernholm and pick up the package from Dolan in Donlan's General Store:
Then, we deliver the package to Dunne to wrap things up:

Repair Shrouded Hills Steam Engine: Vendigroth Sprocket Location
As for repairing the engine, a Vendigroth sprocket is found in a barrel in the southest of the Bessie Toone mine. CO is over the moon when we deliver it to his useless ass:
[100-130 GP, 800 XP, Good +5] Note that two points in Persuade is not enough to receive >100 GP as a reward. Such a reward is pitiful, anyway.
Logically, however, our diminutive alchemist knows that we fixed the engine, and cuts us off completely regardless of our position in his quest-line:
Which is why we don't repair the engine until we've completed the second quest (or not at all if we want to use him as a trainer).
