Sorcerers & Wizards start to feel powerful when they break into level 3 spells. There are 28 level 3 Sorcerer & Wizard spells in ToEE.
The best Level 3 Wizard spells are Fireball, Suggestion and Deep Slumber. I also recommend Empowered Fireball for clearing out the tougher mobs in the Temple. Empowered Fireball is probably the best spell in the game: ~60% of Temple denizens will be instantly killed or at least put on their last legs by it.
