There are 29 level 2 Sorcerer & Wizard spells in ToEE. The best Level 2 Wizard spells are Daze Monster, Invisibility and Tasha's Hideous Laughter. The +stat spells are also useful though clerics, druids and bards have access to them as well.

Tasha's Hideous Laughter can turn an all-but-impossible encounter into a cakewalk. For example, the hill giant at Emridy Meadows will go prone if he fails his save, which allows us to hack him up with ease. This spell works on ~40% of all enemies in ToEE, but is best employed against hard-hitters like giantkin.
Invisibility is incredibly powerful in terms of scouting and exploration. Remember that only one party member needs to reach a transition point in order for the entire party to transition. Invisibility is also superior to conventional stealth in terms of reliability and movement speed.
Along with Stoneskin and Greater Invisibility, Mirror Image is the best defensive spell in ToEE.
