Arcane Traveler's Cloak is an Arcanum armor in Troika's cRPG of 2001, Arcanum: Of Steamworks and Magick Obscura. Arcane Traveler's Cloak spawns with a 1% chance at gypsy aka Wise Woman stores such as those in Shrouded Hills and Tarant. It also has a 1% to spawn in M3 Treasure Set Arcanum.
