There are 29x first circle or 1-level Cleric spells in ToEE. That is a ton of spells. The best Level 1 Cleric spells are Bless, Bane, Command, Sanctuary and Divine Favor.

-1 attack, -1 saves on enemies in 50' radius
Bless (Enchantment) {9037}
+1 attack, +1 saves on allies in 50' radius
Bless Water (Transmutation) {9038}
Summon holy water into inventory. Thrown flask inflicts 2d4 dmg to undead with 5' splash.
Cause Fear (Necromancy) {9050} [rule]
Inflicts fear status on one <=5HD enemy for one round
Command  (Enchantment) {9067}

Heals 1d8 +1 per caster level up to +5 max. Harms undead.
Curse Water (Necromancy) {9094}
Summon cursed water into inventory. Thrown flask inflicts 2d4 dmg to good-aligned outsiders with 5' splash.

24 hour, 5-point damage reduction of acid, cold, electricity, fire OR sonic. Since such damage types are rare in the low levels, this spell is of limited utility.

20% miss chance on incoming ranged attacks
Hide From Undead (Abjuration) {9257}
Undead are to be destroyed, not hidden from.

◦ Magic Stone (Transmutation) {9290}
Magic Weapon (Transmutation) {9292} [rule]
+1 to attack and damage on chosen weapon. Can also be erroneously used to enchant base weapon to magical for crafting purposes.

Low level concealment spell that doesn't conceal us when the enemy is right in our face. Of limited utility.
