Growth SMAC
Growth is a SMAC Social Engineering Society Effect in Firaxis' TBS Game of 1999, Sid Meier's Alpha Centauri (SMAC). Growth governs the amount of nutrients required in order for a Base to grow in population.
Bases only reap the rewards of the seeds sown by SMAC Terraforming when they grow to their next level. If a Base lacks sufficient nutrients to grow then its growth stagnates and its population may begin to starve until the nutrient shortfall is addressed.
Increase Growth Rate of Bases
Note that rapid Base growth rate causes population pressure, which induces SMAC Drones.

Population Boom SMAC
At a growth score of 6, the Base achieves a population boom. During a population boom, the Base grows every turn. To achieve a population boom each turn, a Base needs a Children's Creche, Democratic Politics, Planned Economics and a 2-point Nutrient surplus, which is most easily achieved by way of Supply Crawler.
Let me put it another way:
Population Boom aka Pop Boom refers to a colony (a base) that grows by one population unit per turn. In order to grow by one population unit per turn, a colony must have 6 points of Growth as well as a two-point Nutrient surplus.
