The exact origin of these bracers in unknown. Throughout history, there have been numerous rumors to its current whereabouts and its origins. Despite their age the enchantments placed upon these bracers is still very strong, unlike many artifacts of a similar age.
Added by Dark Side, its SCTR is not Robe of Vecna level, but that's combat encounter-breaking anyway. This is just a nice l'il one-point boost, nothing crazy. The +AC is nice, too.
