This is the amulet worn by the great mage named Ulcaster. He had many artifacts at his school but very few have ever been found.

Added by Dark Horizons, this artifact is discovered in a tomb buried in the third and deepest dungeon of the Ulcaster Ruins.

And yes, the +spell slots of the other five items stack with each other.
