In Baldur's Gate 1 Walkthrough, the Cloak of Balduran is found on Quenash in the Undercellar of Baldur's Gate city. The exact location of Quenash in the Undercellar is x=1300, y=1300. We can pickpocket the cloak or slay Quenash for the cloak.

We can get to the Undercellar from the Blushing Mermaid in the northeast of Baldur's Gate (top-right section of the city map).

Unless we want dialogue with Quenash, there is no need to have spoken to the statues in Felonius Gist's manor beforehand, though that is how we learn of the cloak's location.
